Force Touch enabled, but not working in OS X El Capitan 10.11.4

I have forced touch enabled on my 2015 MacBook Pro in El Capitan. Although, I can feel the force touch physically working, it does not seem to be fully working. It does seem to work with some functions, like dropping a pin in Apple maps. But things like hyperlink preview, file preview, look-up, calendar event preview, and most other functions, don't seem to work.


In the Apple Store, one person tried to delete & rebuild my globalpreferences.plist file, which actually solved the issue, but creating other problems, so we changed things back. So this is definitely a software, not a hardware issue.


Does anyone have any ideas of how I can "reset" the force touch functionality, or fix the problem so that Force Touch actually does what it says it can do here: Using a Force Touch trackpad - Apple Support.
