Q: Iphone 5s not restoring/updating while in recovery mode

Is the Find my iPhone activation lock giving you issues?  Did the previous owner unlock it from Find my iPhone?  If he did try Recovery Mode as explained here:  https://support.apple.com/en-us/HT201263

Reading your full post, It sounds like you've been following Apples recommendations for troubleshooting this error. That's good! I know you're excited to start using your new phone, and this is probably causing a headache for you. I did a double pass of what you explained, and it looks like you are getting this error with multiple cables and computers. You even attempted on a Mac so it is doubtful that the computer has anything to do with it. The cables, I assume, are Apple and not 3rd party? iTunes was fully up to date on the Mac? If so, I hate to say it, you are looking at a hardware issue with the phone itself.

Did you try the steps for Recovery Mode again? Recovery is difficult to get into, may take several attempts to actually perform. Suggest trying again.

I think it is time to call AppleCare to find out if there are any known issues they may be looking for that you may be part of then. 1(800)275-2273 It is a free service, and for peace of mind, I'd ask to speak with a Senior Advisor so they can follow up with you as necessary. That will mean they will work with you one on one until they have a path of resolution for you.
