If you are referring to an Apple ID, that cannot be cancelled. Just don't use it.

Be aware, if you are referring to the Apple ID on your iPhone, if you sign out of the old Apple ID then sign in with the new one, all content purchased and downloaded from the original Apple ID will be deleted.
I see your post from May 18th > my phone is disabled and i dont remember my security question answers
And here also > forgot my security question answers and my recovery email is closed what do i do?
Niel gave you instructions for contact Apple support ..
"You need to ask Apple's Account Security team to reset your security questions. To contact them, click here and pick a method; if that page doesn't list one for your country or you're unable to call, fill out and submit this form."
That's what you need to do.

You would have to delete the apps and re-purchase them or re-download them if they were free. You would not be able to re-download any of the other media without the password to that old ID.
So, what is happening when you try to contact Apple Security Support? What is preventing you from contacting them?

If you can't reset your security questions
If you can't send a reset email, don't have a rescue email address, or can't access email at your rescue email address, call us for help. When you call, you might need to create a temporary support PIN to verify your identity. After you reset your security questions, you might want to update your rescue email address.
If you answer your security questions incorrectly too many times in a row, you temporarily can't access your account. You can try to reset your questions after the waiting period ends.
