May 19, 2016 6:27 PM in response to Babak1983by gail from maine,I think you need to pose that question to the Apple Security Support team. Since being signed into your Apple ID is required to generate the PIN, they need to explain how you would do that since it is disabled....

May 19, 2016 7:30 PM in response to Babak1983by LACAllen,*If* you can be verified as the account holder using other data than your security questions, Apple Security can send a password reset email to an alternate email address, but there will be at least a 24 hour delay for this.
Depending on what other data they have ob feel for you. If you can't be verified, you have lost access to that Apple ID.
