No. That would create a huge security gap. Wallet and Apple Pay are designed not have your information never leave your device.

I believe you can use the same credit cards on multiple devices.

Well most hotel confirmations are sent via email. SO al you would have to do is forward the confirmation email to your partner and they will be able to add it themselves.
