Q: iTunes won't open even after uninstalling and reinstalling
Hello,
I have a Toshiba Satellite P875-S7310 laptop running Windows 10. For some reason I have been unable to open iTunes for the past few months. Each time I try to open it I get these error messages:
I have tried uninstalling iTunes and all of the components in the correct order, rebooting, reinstalling, and opening as an administrator. I've done this several times and it has not worked. I am at a loss for what else I can do to fix the issue. Can anyone help?

Did you follow THIS Apple procedure document to completely remove iTunes and relates software components?
Remove and reinstall iTunes and related software components for Windows 7 and later - Apple Support
Note the additional steps (in your case) to Make sure that iTunes and its related components are completely uninstalled.
