waiting for AT&T wifi calling activation

I'm trying to activate AT&T wifi calling while overseas and got though everything and it gave me the message about wifi calling should be activated in a few minutes, but its been over an hour and it still shows as wifi calling is not enabled. I've tried to enable it multiple time but each time it only asks if i want to change my 911 location.


Has anyone else been successful in trying to activate AT&T wifi calling while in another country?

iPhone 6s, iOS 9.3.2

My guess would be it is likley a limitation of the local network you are connected to. Wifi calling only works outside of AT&T's domestic network if the local carrier you are roaming on supports it.


If you are only using wifi now, it won't work until you're connected again to AT&T's network. To initialize the service on your device, you have to be connected to AT&T's domestic network, or a cellular roaming partner. You cannot set up the feature solely from a wifi connection.


once you have it set up, you can make wifi only calls overseas, but to set it up, you need a cellular connection to AT&T to configure your device and its phone number for wifi calling with AT&T.
