How do i get my ipad to ask me to join a network?

How do i get my ipad to ask me to join a network, I've been trying and trying. I know i can connect via the settings but it doesn't work that way for me, I need a popup to come up and ask which network i want to join when i'm not in the wifi connectings settings.

I'm asking this because i got a username issue when i connect via settings but when i managed to get the popup it didn't ask for a username.

iPad Air, iOS 9.3.2

It should work that way - something is amiss with your system if it does not. Try these steps to see if they help restore normal function.

1) Perform a Forced Restart: Hold down the Home and Wake/Sleep buttons at the same time for about 15-20 seconds until the Apple logo appears. Allow device to restart.

2) Reset Network Settings: Settings > General > Reset > Reset Network Settings.
