May want to look into true cloud storage like Dropbox or Google Drive.

You can turn on iCloud Photo Library (Settings > iCloud > Photos). This will however most likely require you to purchase more iCloud storage s Apple only gives you 5GB for free.
This will store your whole Photo Library in the cloud. After you turn on iCloud Photo Library, be sure to also turn on Optimize iPhone/iPad Storage (also in Settings > iCloud > Photos). Photos will be available on your iOS devices but this will allow iOS to optimize/manage the amount of storage they consume.

I've opted for the 200GB of extra storage space which costs essentially coppers. I'll activate Optimize iPhone/iPad storage to see how much the it's reduced by on my devices.

Optimize will save a lot of storage on your iPad but keep in mind that what you end up with on the iPad are thumbnails, the actual photos would be on iCloud. Whether the resolution of the photos on the iPad is good enough for you or not, only you can answer. Best...

That is not really true.
The Optimize Storage option only stores the latest images you've taken or viewed on your devices; the rest are stored at thumbnail-size, but are automatically downloaded to the device at full resolution if you view, edit, or share them.
