1. Click in the menu bar and choose “Force Quit”.
Select Safari and click “Force Quit at the bottom of the Force Quit window.
Hold the Shift key down and launch Safari.
2. Empty Caches
Safari > Preference > Advanced
Checkmark the box beside "Show Develop menu in menu bar".
Develop menu will appear in the Safari menu bar.
Click Develop and select "Empty Caches" from the dropdown.
3. Delete Cookies
Safari > Preferences > Privacy > Cookies and other website data:
Click the “Details” button.
Remove all cookies except ones from Apple, your internet service provider and banks.
4. Disable Extensions and test.
Safari > Preferences > Extensions
Select and disable all extensions and test.
Enable Extensions one by one and test.
To uninstall any extension, select it and click the “Uninstall” button.

Thanks for your reply.
I've tried all the steps you suggested, but unfortunately to no avail (the undesired refresh goes on and on).
What else could I do?

If a Safari extension wasn't causing pages to refresh, troubleshoot Safari third party plug-ins.

May 21, 2016 7:01 AM in response to eleventhreeby Eric Root,If you would post links to the websites where you are seeing this, it might let others see if they have the same thing happening. I check http://abcnews.go.com/ periodically and that website does refresh itself.
