If your phone is still unsuccessful in activating iMessage or Facetime after following the article, and waiting a day I want to point out something towards the bottom...
"If you're using an iPhone, contact your carrier to make sure that you can receive SMS messages." - Specifically, to activate your cell phone # with these services, a silent short code SMS goes out to your carrier to put in the request. Some carriers block these by default, so they do not support these features to be activated. There are instances though where a carrier can toggle said feature on and you can attempt to activate again after they have done so.
Again, that was "short code" and some carriers refer to them as "premium texts"
