After Apple released the fix for error 53 I haven't upgraded my iPhone becuse I'm scared that my phone gets blocked again, is it safe to upgrade my phone now?

It should be fine. Make a backup using iTunes before you start just in case.

For anyone who experienced error 53, Apple has released an update in iOS 9.3 to allow you to successfully restore your device using iTunes on your Mac or PC. Seems that won't be an error you will get to revisit. I know you are heartbroken 😢
tt2 is the go to person on this forum for iTunes issues, if he says it is ok, it is, trust me - or actually trust him. And fwiw, I have four iOS devices on 9.3.2 all doing well. The only issue that is around affects iPad Pros 9.7. The update has been pulled for those. It will not affect your iPhone.
