I have an old iphone 4s and would like to download my music on it and use like an ipod, i dont know how to download the latest version of itunes on it so i can download my music.

You can download the latest version of iTunes for your Mac (if your Mac supports it) via http://www.apple.com/itunes/download/ or via the iTunes > Check For Updates menu option in it. If you are referring to iTunes on your phone then that has a built-in iTunes Store app for (re)downloading your last iTunes purchases, those that are still in the store (and if you haven't moved countries since buying the music) - if the the iTunes Store app isn't showing then check to see if it's hidden via Settings > General > Restrictions > iTunes Store being set 'off'
