As you already know you are talking to fellow users on these forums, not iTunes Support nor Apple
Do you have a rescue email address on your account, you are seeing the reset link on the 'security' section of your account on http://appleid.apple.com : If you forgot the answers to your Apple ID security questions - Apple Support :
Or are you only seeing the 'reset link' after guessing your answers ?
If you weren't seeing the above then you don't have a rescue email address on you account.
Follow the 'If you can't reset your security questions' section on the above 'if your forgot ...' link :
If you can't send a reset email, don't have a rescue email address, or can't access email at your rescue email address, call us for help. When you call, you might need to create a temporary support PIN to verify your identity. After you reset your security questions, you might want to update your rescue email address.
