Why would an event entered on one iPad not be shared the other devices on the network?

We have an iPad Air 2, and iPad Mini 2, a 2010 MacBook Pro and an early 2009 iMac set to share contacts, Safari, mail and calendars through iCloud. The iMac is running OS 10.8.5 and MacBook OS 10.10, the two iPads IOS 9.3.1 When an event is entered on any of them except the iPad Air, they appear in all of the other calendars. An event entered in any of the others appears in all four calendars. The calendar in the iPad Air seems to be set up as close as I can tell to the way that of the iPad Mini is set up. How can I persuade the events entered in the iPad Air to show in the other calendars?

On the iPad

Delete iCloud email/calendar

Sign out of Find iPhone

Sign out of iCloud

Do a forced restart - After shutting down all open apps using the app switcher - invoked by quick double press of the home button and swiping up on each app till it flies off the screen.

Hold the sleep/wake and home buttons down together till you see  logo - then release and allow normal boot up

Re add iCloud email

See if the calendar syncs with iCloud happen
