Died during OS X update, no room to reinstall

My macbook Air ran out of battery during update from Yosemite to El Capitan. When trying to log on an error appears when the password is entered and the system reboots. When trying to reinstall a new version, the systems claims that the HD has no room to install El Capitan and cannot find a way to revert to older version. How can I get back into my laptop without losing my files?

There is an option to reinstall from time machine which I backed up two weeks ago. Will this mean all data created since then will not be reinstalled?

Thanks

MacBook Air

HI..

El Capitan alone requires at least 8.8 GB's of storage space.

You can use OS X Recovery to restore OS X to the previously installed operating system.

You can restore from a Time Machine backup while using OS X Recovery.

Hopefully you will be able to recover all your data.

When you have restored from to the previous OS X, click the Apple  menu > About This Mac then select the Storage tab. The amount of free storage space is noted there.

OS X recovery does not seem to give me an option to restore to the older version. Just take some straight to the El Capitan which there is not enough room for.

If I backed up my work to a hard drive with time machine 2 weeks ago, is this the latest version that the time machine will update to or can it store information without being connected since then?
