Can't resize window to full screen height

I just got my new mac mini, and I can't resize the windows the way I want them. I place my browser window at the top and use the bottom arrow to resize it to the fully screen height, but it only goes to where the dock would be. BUT I moved the dock to the right.

How can I fix this?
