Photos is included with every El Captain install and is not optional - and it does not need enabling
If you launch it it will migrate the last used iPhoto library to Photos - is this what you are talking about?
By default no iCloud services are activated and if they have been then it was done by someone using your computer - it is not automatic and unless you have activated one or more iCLoud services nothing you do on any computer or IOD device will affect this Mac

What I mean is that my work's Mac is not my main Mac, but I did connect my iCloud account to sync Contacts and Calendar, and download some of my apps.
Photos is not activated, but I do see the Photos Library on the Images folder and it gets updated (I see the last modified date to change).
Isn't this a little bit risky, that the library is laying there on my work's Mac and that at some point it could be opened there even though I didn't choose to sync it with this device?
What would happen if I delete it from the Images folder? Would this erase my iCloud Photos library?

iCloud Preferences>Photos is unchecked, only iCloud Drive, Contacts and Safari.
Photos Preferences:
There is a Library Location, but in the iCloud Tab everything is unchecked.
Don't remember if at some point during the last year I needed to transfer some photos for a presentation and sync the Library for that, but now everything is unchecked.
