Apple TV version 6.2.1 (last update for the Apple TV 2) has iCloud and I'm able to confirm I'm able to use it.
Here's the settings screen to confirm the Software.
Here's the same TV running my photo stream album, for which you need to be logged in and connected to iCloud to use.

May 24, 2016 2:01 PM in response to Winston Churchillby Lothrandir,Ha ha. Thank You for the pictures. Thats the same for me; its only that it doesnt allow to connect to iCloud account on my Apple TV. A lot of reset and restoration done. Nothing works. I have no problem with my music and Apple store.
