Certainly should not take that long.
Make sure your watch is sitting firmly on your wrist.
If it is, try a restart > Restart your Apple Watch - Apple Support

Even under ideal conditions, Apple Watch may not be able to record a reliable heart rate reading every time for everybody. It may be the case, for example, that your skin perfusion (which can vary significantly from person to person) is too low to achieve consistently accurate readings.
If you have not already done so, it may help to update both your iPhone and watch with the latest software:
- Update the iOS software on your iPhone, iPad, or iPod touch - Apple Support
- Update the software on your Apple Watch - Apple Support
Otherwise, for more consistent readings, you may wish to consider pairing an external heart rate monitor / Bluetooth chest strap to your watch.

BTW, I do have the latest OS and I have tried restarting the watch.

As Apple advises, "for a small percentage of users, various factors may make it impossible to get any heart rate reading at all".
