Welcome to the Apple Support Communities! I'm sorry to hear that you are having these issues with your iTunes Store account. I'm a bit unclear on exactly what you are seeing, but if you are having issues entering or editing your billing information, you may find the troubleshooting steps outlined in the following articles helpful:
Change or remove your Apple ID payment information - Apple Support
Change your iTunes Store country or region - Apple Support
In particular, note:
If you change your payment method, make sure that your account information matches the credit card information on file with your financial institution.
