Yep.
By the time the Apple ID gets blocked on the iMessages Server - even though the block is device Specific and it works everywhere else including other Macs - nothing done on your Specific Mac will make any difference.
Updating if you are not at the "top" update of the OS your are On.
Upgrading to the Latest and Greatest if you are seemingly "behind".
Or even a simple Reinstall or as you have done a Fresh install on another drive/partition
In the past I have suggested that people specifically ask the Support person to check the iMessages servers.
Back in OS X 10.8.2 when the first issues with this showed up the Level 2 support people could see the info on the server AND reset it.
As the issue has persisted and is not always linked to a missing Serial Number it seems that Level 2s can no longer reset the server.
Apple seem to be chasing down why this security feature is triggered when it should not.
They have also left the end user with no way of resetting it. (not even changing your Password does it as the block is to the Apple ID)
I can only suggest persist (politely) and ask for the Engineers to reset it. (Seems it is now down to them)
Explain that your need the app to function because ... Business related, family crisis and so on.

If the engineers find a way to get my old ID running again they will contact me - but worthwhile I can just take a new ID...
Don't know why it is that complicated.
I will not get a new ID instead because all my stuff is up in the cloud.

Logged me in on iCloud preferences.
Tried to log in iMessage: same error message
Deleted files in library/prefs/ *.plist (imessage bag, facetime bag and imagent)
Restarted with NVRAM reset.
Still not possible to sign me in!
What is really strange: the 3 missed calls bubble of FaceTime from my original ID still shows up on my screen?

My original ID did not work either on the new account.

In Applications/Utilities open Keychain Access.
Set Login top left if it is not selected and Passwords lower left.
On the right you can now find IDS: ralphjohns@xxxxxxxxxx.netorcom-AuthToken Where your Apple ID you use in iMessages appear.
IF the Second Mac User Account can create one fro the different Apple ID then the issue is at the server end for the original Apple ID.
You could try deleting it and see if it is a sufficient enough tweak to the Keychain to make it work.
There will be a separate FaceTime Auth Token as well.

Now i can login to FaceTime until this message:
When I click allow or always allow, it kicks me back to put in my password...
When I click deny it is the same.
I did not check the token in the new user account because I read it too late.
I think there is a mess-up with my keychain?
I will check the deleting of token just right now

Your Mac User Login should also open the Keychain (as when you look in Keychain Access the Logic one should always be open)
It looks like your Keychain is Locked so the app asks for permission.
AS the pic contains personal I will asks the host to remove it.
EDit.I used the Report button and then noticed you had edited it

Then logged in with my new ID to FaceTime and it worked.
When I tried to log out, the window with the IDS permission popped up again:
Now when I try to log in again with my new ID the SAME permission pop up like my post above shows pops up.
This is my keychain:
it is not locked.
the IDS token and IDS temporary were built just at the time when I opened it.
Now I have two temporary old and new ID in my chain...
Dont understand it anymore.
It won't run again... I just did a fresh install and tried a new ID?!

So I assume my new Logic Board won't allow any ID to get online?
If that is the case, I need a new LB?
What else can be done, if the last primitive solution of a new ID won't do the trick?

If...
You have had the Logic Board replaced...
Then the person that did it is supposed to put the Serial Number back on to the Board (there is a special chip that can store memory once)
If they got it wrong or missed doing it altogether then an iMessages login will not happen if you are using Mac OS X 10.8.2 or above
As I posted here Re: iMessage not working from OS X (in this Thread).
If the Serial Number is missing and Apple Store can get it put back.
If the Number is "wrong" then you may need extra help but the Apple Store is still going to be the first place to try.
This page will tell you if the number is correct https://checkcoverage.apple.com/gb/en/
It should match the one on the label on the computer's Back, Battery compartment or bottom depending on age and type.

On the Support Call they checked it also, BUT: why it is not working?
PS I also know your post about serial number... but maybe there is another problem with the LogicBoard?

That is one person who does not really supply all of the info about their set up or circumstances.
Ok,
If...
The iMessages Account is logging in then a Auth Token should be created in the Keychain.
GO to Applications/Utilities and open the Keychain Access app
With Login selected top left and Passwords lower left the item should be on the right hand pane.
I have tried the iMessages account with two IDs so they both show up.
I am sure in earlier versions the words "Auth" and "Token" are separate but checking some older pic seems it is not so.
You can check the Access Control bit is allow these items
You can see this panel by clicking the item in the Keychain twice.
It may be set to the top line
Also the Login item in the Keychain should be Unlocked by default. (it uses the same password as the Mac User Account)
Next.
In the Finder with a window Open use the Go Menu whilst Holding down the ALT key.
Select the Library in the Menu that now shows up.
Navigate to Keychains.
Highlight the Login Keychain and use CMD+ i (Get Info) on it.
IN the panel that appears scroll to the bottom. (Ownership and Permissions)
Your Shortname should appear in the list.
You should have Read and Write permissions
If you highlight this Line and then Unlock the Padlock and then use the cogwheel type icon under the list you should see "Make yourshortname (Me) the Owner" but it should be greyed out as if already done.
Not only does the AuthToken have to be there but when you are logged in to the Mac you as the User have to be able to Read it.

I can read and write, and the keychain is unlocked by default.
My MBP goes to the repair service "mymac" in Vienna. Hope they can handle it.
