I Have purchased 5 songs recently. They show in itunes > purchased. Next to them shows the cloud symbol with down arrow. I click on that and it begins to download to my device and within a few seconds stops. The cloud symbol with arrow pops back up. I am doing this on my iphone 6 with latest update 9.3.2

Are you on WiFi or cellular data when trying to download the songs? If you're on Cellular data that might the reason and it's a setting you'll need to adjust on your phone by going to Settings > Music and turning Use Cellular Data to On note this may affect any data plan you have for your phone.
Alternatively try restarting your iPhone and try again if you're connected to WiFi and it should work.
Thanks for your reply. However, I am on Wifi and that setting "use cellular" is enabled. So this didn't solve it.
This one slipped my mind but can you check Settings > iTunes & App Stores and check if Use Cellular Data is also enabled?
