Q: Unable to add network users

We are trying to repurpose a server that is running our wireless controller.  We had a previous issue with multiple gui logins that we resolved.  The issue im running into right now is that if I create a local user on a device, I can use a web browser to navigate to the server and access profile management and device management.  When I try to add a user from the logon screen i receive a "Network accounts are unavailable." message each time. The server is on the same subnet, static IP, system has been set to allow network users to be added.  When I login to the local user and view the login options, it shows the IP address to the open directory server and it shows green, but goes red when on the login screen. Im at a loss of where to even start with this.  So any suggestions would be helpful.

Mac mini, OS X El Capitan (10.11.4), Latest OS X Server

    I should have noted.  Every system in the office is using El Capitan and the server is currently running Yosemite and its corresponding server version. Is there potentially an issue of trying to connect to the Open Directory with a newer version of the software.
