Given the steps that you have already tried (which should have turned on Activation Lock for your watch), I suggest that you contact Apple Support or make a Genius Bar reservation for assistance:

"Mark as missing option, is missing and searching the serial on the activationlock status website says it's OFF"
If necessary, there's a workaround to, "mark as missing".
On a computer go to iCloud.com, sign in then click Settings then click your Apple Watch then click Is This Device Missing then click: Mark as Missing.

Apple WatchIt is possible to mark a watch as missing either:
- From a computer (via https://www.icloud.com/) or;
- From your paired iPhone.
However, this capability is dependent upon Activation Lock having previously been turned on for your watch - which is your present issue.

Apple WatchThanks for the responses so far. I have actually looked at the icloud website, as well. It only has the "Sold or Gave away this device" option there. I have contacted Apple Chat, and repeated the steps already described. Unfortunately, they were unable to come up with any additional solution ideas. I do not have a local/close Apple store. Any other ideas?

As I hoped to explain, the option to Mark as Missing will not be available via iCloud.com until Activation Lock has first been enabled on the watch.
Nor is turning on Mark as Missing via iCloud.com a "workaround"; it is just one of two standard methods for turning it on.

But I have fixed this by resetting iPhone, and restoring it from a backup and resetting Apple Watch but setting them as a new one, not from the backup. Also before the setting a new Apple Watch I removed them from iCloud. Now Mark as Missing is available.

For me only the full reset + iPhone helped. Also I was restoring an iPhone from iCloud backup, not from an iTunes.

So this is what I had to do.......
Remove watch from my account
Erase iPhone
Erase Watch
After the above actions I then restored from a backup I encountered the same problem. So, the way to resolve this is to reset Watch to factor and Phone to Factory and then build back from there....

The only thing I was restoring an iPhone from iCloud backup after erasing it. So it wasn't such a big deal, and by the way it is good to do so for iPhone once in 6 months its working faster. I have a 6 one.
