I recently went to the Apple Store in Easton because I shattered my screen. After i got my screen fixed it worked for a little while but now it doesn't respond to my touch, is Apple responsible for this and how do i get my screen working again?

Take it back to the Apple Store. Repairs done by Retail Apple Stores are still covered by the warranty.
Head straight back to the same Store. Do not wait.

what do I say to them when i take it back
Just say that you just took it to them for a screen repair, but the replacement isn't working, either, and describe the symptoms. Also let them know you haven't had the replacement for that long.
