Form your post, it sounds like cellular data is enabled on your iPhone, but you are not able to use that data.
If this is correct, I suggest working through the eight steps outlined in the following article, including contacting your carrier in step 7. The article was written for a situation where you see No Service or Searching on your iPhone, but these steps are still relevant in your situation.
