I don't know the specific cause. Usually, problems related to iTunes being "blocked" happen after installation. For example, Firewall settings blocking Internet access for iTunes. Or iTunes unable to sync connected devices. You can check this Apple document, in case there is a Firewall issue, but that seems less likely because this problem occurs during installation.

Did you already have a previous version of iTunes installed on this computer? If you did, you may want to try completely uninstalling iTunes and related software components. This Apple document lists the components of an iTunes installation, and the precise order to uninstall them


Remove and reinstall iTunes and related software components for Windows 7 and later - Apple Support


After iTunes is completely removed, try installing the latest version of iTunes again.

Repair Apple Software Update from the programs and features control panel and then try again.

The steps in the second box are a guide to removing everything related to iTunes and then rebuilding it which is often a good starting point unless the symptoms indicate a more specific approach. Review the other boxes and the list of support documents further down the page in case one of them applies.


The further information area has direct links to the current and recent builds in case you have problems downloading, need to revert to an older version or want to try theiTunes for Windows (64-bit - for older video cards) release as a workaround for performance issues or compatibility with third party software.
