Bluetooth Unable To Turn Off - El Captain

Hi Guys,

I've recently upgraded my wife's MacBook - Mid 2009 MacBook (13-inch, Mid 2009) - Technical Specifications to El Captain due to apps no longer receiving updates.

After updating the MacBook the Bluetooth was turned on and cannot be turned off. Both the bluetooth preferences and the menu bar have the button greyed out.

I have tried resetting the bluetooth module and deleting the com.apple.Bluetooth.plist from the library folder to no avail.
