They are phishing emails, iTunes doesn't send emails like that (iTunes accounts don't expire and don't get deleted ; genuine emails will also tend to be personalised, iTunes can get your name from your account) - you could forward them to Apple : reportphishing@apple.com , and then delete them.

The answer is the same as I stated in the other thread - you MAY not be able to get chat as an option, even if you were in the US - chat in Vietnam is highly doubtful -
