If you had icloud photo library set up on your phone then you can log into icloud.com to view your photos.
If you backed up to iTunes or icloud you can restore your new phone from that backup.
if you imported pics to your computer as you would a digital camera then you can view it on your computer.

There is no way to directly access content on a lost device. Hopefully you had those photo's stored somewhere else as well, as razmee indicated. As long as you have the stored, archived or backed up somewhere else, you should be able to retrieve them. If they exist(ed) solely on the lost device, then they are gone unless you can find or recover the device.
