Q: ipad activation

I had bought an ipad 2 off of someone and it was factory reset and now when i try to activate it i get an error message saying cant connect to server. what can i do to fix this?

If you have a cellular iPad and it a GSM model iPad 2 (AT&T in the U.S., for example):
If you can’t activate your iPad 2 (GSM model) after you update to iOS 9.3 - Apple Support
