Maildrop on iphone does not work

I am attempting to send a long video from (25MB) from an iPhone 6s, latest iOS, from an iCloud email account. As expected, it asks me if I want to send the video directly or via Maildrop. I choose Maildrop. It gets stuck in outbox, saying


Cannot send mail

The connection to the outgoing server p38-smtp.mail.me.com failed

Additional outgoing servers in mail settings...


Q1: How do I fix this?

There are no other servers to choose from in mail settings.


Also, the old functionality - shorten and/or compress the video on the fly seems to be gone. I am fine sending truncated / grainy videos.


Q2: Is this really gone? I tried various experiments (3rd party mail accounts, pop or map), never worked.


Of course, this depends on the outgoing mail server. I do not know if in the past iOS was compressing the video on-the-fly in response to the outgoing server not being able to send it or it had its own threshold.
