Is your iPod running the latest iOS (iOS 9.3.2)? You can check by going into settings -> general -> software update on your device.

May 25, 2016 7:08 PM in response to leaveycelenaby Kenichi Watanabe,Are the songs in your iTunes library stored locally on your computer's drive? If iTunes loses access to your locally stored song files for some reason, it may start accessing them from iCloud. This applies to songs purchased from the iTunes Store, and if you have an iCloud Music Library, it can applies to all of your songs.
Select your Music library in iTunes, and use the Songs view, to show a plain list with columns. If the iCloud Download column is not visible, make it visible (right-click column heading row of list to show/hide columns). The iCloud Download column is narrow with a cloud symbol in its heading. Do you see a cloud with down-arrow symbol (in the iCloud Download column) for any of your songs? If you do, those songs are currently being accessed from iCloud. To sync to an iPod, the song's file needs to be stored locally on the computer's drive.
If this is not the problem (all song files are stored locally), please post back with any additional details.
