Q: is activity monitor malfunctioning?

I'm trying to optimize my macbook pro.

Now that in itself is not interesting, what is interesting however is the way activity monitor shows it.

Logic Pro is using over 100%, i assume thats because the processor is using "Turbo Boost".

But  at the bottom of the screen, it shows about 84% is inactive and only about 13% is being used.

Is this an error, or am I not reading the data correctly?
