How do I delete photos off of my Macbook Air 10.10.5 to free up space but I want to keep those same photos in ICloud? It seems that if I delete them in the computer, it will take them off of all my devices, not just ICloud.

Correct. The iCloud Photo Library is not intended as an archival service. It is a cloud-based syncing service only. If you want your photos archived in a cloud service, take a look at Dropbox, Google Photos, Shutterfly, Flickr, or one of the other types of cloud services that are intended to archive and save all photos:
