Photos for MacMaybe - but no one can tell unles syou provide all details
1 - PhotosShop elements is not a photo manage program and does not store photos - it is only a photo editor - it does come with Adobe Bridge which can manage photos - for support on Adobe products you need to address their support forums
2 - the iPhoto and Photos libraries are totally separate and independent and either can be deleted with no effect on the other - But because of the use of UNIX hard links photos are not duplicated but both are linked to the same photo so while deleting either is fine it does not save much space -- Photos saves disk space by sharing images with your iPhoto or Aperture libraries - Apple Support
