I-Phone SE Touch id (OR) (+) Pass code?

Using touch id - Use Touch ID on iPhone and iPad - Apple Support

in order to use touch id, you will need to set up a 4 or 6 digit passcode. Once that is done, you can use either your touch id or enter passcode to unlock your phone.

No you don't use both that is redundant. You either use your passcode or touch id.

IF you knew this was a user to user forum then why would you ask about Apple, no there is no Apple that check their customers, they are moderators here.

If you're talking about the FBI bs that isn't much of a scandal or hacking.
