How do I prevent other adults from purchasing music and other apps using the family sharing plan.

Thank you. I was @ that link, i didn't want to remove anyone and everyone is over 18 so I can't enable ask to buy. Does Apple prompt you to which credit card to use if u have another card linked to your apple ID?
