Q: Photo storage but no photos?? Please help

HI

I have searched for answer and none seem to work for me. I have 50Gb in the iCloud and all my devices are set to use that for photo & video storage.

Both my iPad and iPhone 6s Plus show under (manage storage) usage that i have over 14GB in the photo library yet when i check the library of vids and pics are in the iCloud. I have researched and tried resetting the date back as per suggestions, I have deleted my 'recently deleted' album so that it shows nothing. But I still have a phantom 14-15Gb of storage being taken up which is stopping me store some stuff that I want to. I am really stuck at what to do so any help would be much appreciated....

iMac (21.5-inch, Late 2013), OS X Yosemite (10.10.3)

Your question is not clear to me. Perhaps you could provide more details.

iCloud Photo Library syncs your photos between your phone and iCloud but it is not a separate cloud storage like Dropbox so pictures will appear on both. This article may be of help: iCloud Photo Library FAQ - Apple Support

To quote iCloud Photo Library in settings - iCloud

'Automatically upload and store your entire library in iCloud to access photos and videos from all your devices"

this would suggest that everything is stored in the cloud and the accessed via the device and as such I shouldn't have any storage being taken up by photos and vids. Yet I have 14GB being taken up on both iPad and iPhone...

Photos has to store something locally for you to know what's stored in iCloud Photo Library.

If you set your local library to be Optimized, it will keep reducing the Photos library size as necessary for your other needs. This is fine automatically and us achieved by replacing ever more full-resolution images with just tiny thumbnails.

Settings > Photos & Camera > iCloud Photo Library section.

Unfortunately no. True cloud storage like Dropbox and Google Drive behave just as you mentioned but iCloud Photo Library does not. That is one of the reasons I do not use it. In fact, iCPL stores and syncs all your photos on all your enabled devices and unless you Optimize as Rysz mentioned you will run out of storage on your phone pretty quick. For true cloud storage that is independent I suggest the ones above or Photobucket or the like.
