i tried to install the new update (9.2.3 somrthing like that) on my phone

I am in stalling he new update on my phone and it is off now I cant turn it on. the screen is showing that I am charging my phone with a little arrow pointing up to the iTunes icon with a black background. it has been like this for an hour and I am expecting a phone interview. I need this fixed what do I do???
