Q: How do I share purchased apps?

I purchased app on my phone. When I go to the App Store on my husbands phone (whom part of my family sharing) it still requires me to purchase the app before downloading it. I thought I could share purchases with family sharing?

You have sharing enabled on your account and the app is shareable (What types of content can I share with Family Sharing? - Apple Support), and you are going to the Purchased tab in the App Store app on his phone and selecting your account : Share purchased content with Family Sharing - Apple Support ?
