Q: Cannot purchase free app due to billing.

I'm trying to download free app on my iPhone (sw 9.3.1) but payment verification is required. (I was trying to download Viber). I'm out of the country and did not bring my cards, is there anyway I can still download my free apps without it? Thanks.

Not if you have an existing Apple ID. You need to enter a valid payment method on an existing ID:

Payment methods you can use in the iTunes Store, App Store, and iBooks Store - Apple Support
