Hello guys! I just bought this iPhone second hand from a friend of my friend, it was locked by Vodafone, but before he sells me he did the unlock method by NAC
and then sold to me. The question is, my friend told me if he cancel his bill pay plan my phone will be locked again, or even worse IF HE STOPS TO PAY THE BILL PAY THE PHONE WILL BE LOCKED FOR EVER AND I WONT BE ABLE TO USE IT AGAIN.

If your iPhone is locked by a carrier, you need to contact this carrier to unlock it. Note that this is only possible when the contract has been already terminated and there're no charges left to be paid.
Tee phone is already unlocked and I am using another networ, but the guy who sold to me still in his bill pay plan using another phone, that's why he sold to me.
my question was: if he stop to pay o cancel his bill pay plan, will my phone be locked again or not? Thanks!!!
Only the carrier he owes money to could possibly answer that question.
If he does not fulfill his contract, they may very well lock it as a way of getting his attention. The fact that you bought from him is irrelevant. If he does not have title to the device, it's not his to sell.
Worst case scenario, you could become in possession of stolen goods if the original carrier went that far.
