Can I use an iTunes gift card to make in app purchases with iCloud?

Whenever I try to make an in-app purchase on my iCloud account it asks for my Family Organizer to put in his security code. I have a $20 gift card in my balance.

Please help.

iPhone 6, iOS 9.3.2

It's fine to use the $20 gift card that's on your account however, what you describe is something called 'Ask to Buy', which was set up by the person who set up the Family Sharing.
