My University uses Blackboard, and one tab inside Blackboard is for Starfish. This tab will not open because it says cookies are blocked. I have gone through preferences and selected Allow from Current website only, and I tried Allow from websites I visit. Neither option will unlock cookies for starfish inside Blackboard. Apple's support page does not address this kind of issue. Does anyone have a solution?

1. Within Safari Privacy preferences for Cookies try selecting
Always Allow
for your University website.
2. Also, under Security you might uncheck Block pop-up windows if it is checked.
3. Check your extensions, make sure you have not installed some popup blocker or ad blocker as well.
4. Empty your history and cache in Safari
5. Quit Safari and try again.
Just remember that you might want to change the Safari settings back when you visit other website(s)
Sometimes, Firefox just plays better with Blackboard interface than Safari. You might give that a try.
There is not an option to always accept cookies from my University, as you can see. When I clicked on "Details.." on the screen shown, "blackboard" is not listed. I assume this means cookies are not being saved from Blackboard, and as far as I can see there is no place to specifically make sure it does.

I was not clear. Always allow means for any website: in your case, the university.
That is why I said change it back when you are not visiting the Blackboard site at your University.
So, every time I open Blackboard, open preferences, select always allow, dump my history, restart, reopen Safari, open Blackboard?
First see if it works.
If it does ... then in the future when you use Blackboard
open Safari
open preferences,
select always allow
then open Blackboard site
when done
set back to your more private settings (e.g. no third party cookies etc)
(No need for dumping history or restarting)
To disable cookies
Open safari > safari preferences > general > set safari opens with a new window> set to current page , then in privacy tab:cookies and website data > allow from websites i visit .
