Photos for MacEither log into iCloud with the your Apple ID and activate iCloud Photo Library on the iPad Mini (you may want to use optimized photos) and let it sync
Or use Safari and log into iCloud.com with yru APple IS and look at the iCLoud Photos app

Turn ICPL on and wait - it is automatic - once it is on all photos from the iPad to ICPl and once teh upload is complete it will download the photos form ICPL - once it is sync everything a change is made on andy device it will be synced accross all devices
