How do I set the time say - 5 seconds or 20 seconds - between slideshow photos in iPhoto. I use el capitan.

Check out the Settings button at the bottom right of the toolbar (Bottom of the Slideshow screen). Click on it and you have a little Window with two tabes, one refers to All Slides, the other to the Individual slide selected. You can make your choices there

Are you still using iPhoto, as your question indicates or Photos for Mac on EL Capitan?
In Photos for Mac in El Capitan you can only set the duration of the whole slideshow for most themes and not for individual slides. Only the Ken Burns Theme and the Classic Theme allow "Theme options" to change the duration for individual slides.

In the Photos.app in El Capitan you have only the sidebar - click the timer icon.
For some themes you can set the time for the currently selected slides in the theme options (Ken Burns, Classic). Click "Play selected for ..."
For the more fancy themes it is not possible.
