May 28, 2016 9:20 AM in response to kyler jeppersonby lllaass,No, if FindMyiPod is not turned on in Settings>iCloud the only way to turn it on it to have the device in hand and enter the Pass and turn it on.
Without it turned on it is not identified to any person/ID so there is no way to communicate with it.
