    iCloud Drive is not off-line storage. It is meant to sync data between devices. Its purpose is to allow you to access the same data no matter which device you access it from as long as all the devices log into the same iCloud account. It is also meant to allow you to have access to that data in situations in which you don't have an internet connection. In that case it has to keep a local copy on your internal storage. The next time you connect to the Internet any changed files are synced back to iCloud and then back to all your other devices.
